A former deputy head? The former deputy head?

Please look at this sentence.

"Le Xuan Nghia,former deputy head of the National Financial Supervisory Committee,said that service sector made the largest contribution
to the country's GDP growth rate of 5.03 per cent"

For "former deputy head", Do these words not need "article"? I think there have been a lot of former deputy head in history of the National Financial Supervisory Committee.
Since there is a name in front of "former deputy head", do they not need an article "a"? Then,why didn't the writer put "the" in front of "former"?

Without the article, or with 'the' before 'former deputy head...' we can take it that Le Xuan Nghia was the last deputy head before the present one.

If it had said 'Le Xuan Nghia, a former deputy head...' we know that there has been at least one previous deputy head before the present one.
