Grammar

(a) former

I meet a person in the street. I believe he used to be a foreign affairs minister in the past. I would like an autograph and approach him. Is my question grammatical with respect to the article (before 'former')?

'Excuse me, sir, are you by any chance a former foreign affairs minister?'
