1-She was a fool in love.

What does this sentence mean?

I think it could mean:
a-She was a fool and she was in love
and
b-She was a fool when it came to love. (She was a fool in that 'game'.)

Could '1' be used in any other way?
I think it could be used to mean:
c-She was a fool because she was in love.
But that is not what the sentence is really saying.

Maybe 'b' could also be expressed by:
2-She was a fool at love.
