I think Davkett is right.

If you google the phrase, you find a lot of references to meetings between soldiers on different sides. For example, The Battalion Commander level flag meeting between Bangladesh Rifles (BDR) and Border Security. Forces (BSF) of India ended abruptly at Hilli borders...

Although I couldn't find a definition, I think the flag in question refers to 'a flag of truce', which is by tradition a white flag.
