Grammar

A few/few

1) "A few people came." - This is clear => some people came

2) "Few people came." - Also clear => not enough

What about these ones below?

"Quite a few people have complained about his behaviour."
and
"A very few people have voiced their support for him."

What do these words stand for in such cases?

Thanks in advance.
