A few sentences with grammar

1.In our opinion, your department needs to take more determined action by paying greater attention to public education and refuse disposal.
Can I use "on" to replace "to" in this sentence? If not,then we always use pay attention on sth, what is the difference?

2.We ____ all aware that the government has limited resources, but we do hope that something can be donw to improve the condition of our beaches.
The missing word is "are" .Why? I thought this sentence is acceptable without "are" ,In this sentence,We (Subject) all aware(Verb) that .........
I don't think there is any problem without "are" ...

3.She dresses ____ the same uniform and performs the same duty as the fast-food ship's teenage workers.
The missing word is " in " ,Why this sentence must have a " in"??

4.Now these women earn substantial salaries which help to supplement the income of their families.
Why this sentence is correct?? I think supplement should be changed to supply, because the salary helps to supply the income, but that's not right ,why???

5.Resoponsibility , stability and punctuality are the most often-noted qualities __ characterize the new but older workforce found ___ fast-food establishments
Can "and" be replaced by "or"?
The first missing word is "that",why "that" should be added?
The second missing word is "in" ,I'm not quite understand this...,What is the meaning after adding " in " ? And what is the meaning without "in" ?
