"A dress/ shirt to school/ to the office" vs "A dress/ shirt of school/the office"

I give a cuople of examples below:

a. Should men wear tucked or untucked shirts to the office?

b. I wear a shirt erery day to school.

c. Wearing a dress to school for the first time?

Now my questions are as follows;

1. What do "a.', ''b.'' and ''c.'' mean? I don't understand the meaning. Please clarify the meaning.

2. In the case of ''c.'', why is the phrase "a dress to school" used, instead of "a dress of school"?
