Q1) Do we call dog 'it?' and not he or she?

I have a puppy. It is very pretty. like that?

Q2) Is with the leash also OK without the change of meaning?

We call a dog "it" if it belongs to someone we don't know. We usually call a dog "he" or "she" if it is our own dog. We say "he" or "she" or "it" for a dog that belongs to someone we know. The general rule is that we say "it", but the closer the dog is to us emotionally, the more likely we will say "he" or "she".

I would stick to "tied on a leash". "with a leash" is also possible, but I don't hear that combination much.
