Do you think that the sentence "A difficult question to answer was asked to me in the exam" is correct grammatically and can give the intended meaning which is
"A question which is difficult to answer was asked to me in the exam."

'to answer' seems unnecessary.
I'd just say
eg I was asked a difficult question in the exam.
