It’s been a difficult 12 months, but Power 50 demonstrates the industry is in safe hands.

I am wondering about the bold phrase. Is it completely wrong?
I think it should be "It's been 12 difficult months".

One could also say "It's been a difficult 12 months, but we expect the next 12 months to go much smoother, now that we have worked out the bugs."
