A Determiner or Not?

Dear all,

I'm having troubles with determiners again.

What do you think about this sentence? Would you put "the" before Czech citizens?

"The Czech Republic is a member of the EU; what does it mean for (the) Czech citizens?"

Thank you very much.

The possessive pronouns (and possessive nouns) are determiners.
