A designation consisting of a singular noun with a numeral is capped as a proper noun. A designation consisting of a plural noun with a numeral is lowercase as a common noun. Is this the formula? Ex. Page 4, pages 3 and 4; Terminal 35, terminals 35 and 36; Store 159, stores 159 and 181; Scene 1, scenes 1 and 2; Chapter 5, chapters 5 and 6; Register 1, registers 2 and 3; Paragraph 1, paragraphs 1 and 2; and so on. I've never heard this particular rule, but you might suppose that a singular noun with a number could indicate a proper noun. In my city, fire stations and police stations are numbered - so Fire Station 3 is a place name, and thus capitalized as a proper noun. In airports, "Terminal" is often capitalized as a place name and followed by a reference letter or number.
