I wonder whether or not it is correct to express fifteen years' time as a decade and a half. I've heard a Mongolian say this at the do last night.

I'd say "fifteen-year time". There is no need to make it a genitive phrase (making it possessive with the apostrophe.)

Yes, you can express 15 years as "a decade and a half."

And don't say "fifteen-year time." That's not grammatical.
