I'm an English Learner from China. Please help me with my English as I can help you with your Chinese. I am now having a question. The original sentences are as follows:
For the past ten years the aeronautical world has seen a procession of vertical-takeoff-and-landing (VTOL) aircraft enter the flight test arena, occupy the center ring for a period of time, often with a considerable degree of technical virtuosity, then gradually retire from the scene without being selected for the starring role of production program. This has occurred in spite of considerable supporting efforts by government and industry, continuing statement of needs for a fast, economical VTOL aircraft for civil and military roles, and the admitted shortcomings of the helicopter.
Here I have two kinds of understanding of the last sentence.
1. This has occurred in spite of a considerable supporting efforts by government and Industry,( in spite of )continuing statement of needs for a fast, economical VTOL aircraft for civil and military roles, and (in spite of )the admitted shortcomings of the helicopter.
2. This has occurred in spite of considerable supporting efforts by government and industry, (which are) continuing statement of needs for a fast, economical VTOL aircraft for civil and military roles, and the admitted shortcomings of the helicopter.
Which is right, 1 or 2? Why or why not?

Hello Al,
I also find that middle part of the sentence a bit confusing.
I can only assume that "statement of needs" is a military/weapons-makers technical term.
That, even though it is continuing to be stated (said) that this aircraft is needed, it is not being produced yet.
So, I was reading: continuing-statement-of-needs to mean "the continuing stated (said)
