Hi teachers,
I have problem with meaning of a culture of substance in this sentence. plz help me?

The ocker films dashed all hopes of establishing an image of Australia as a land of sophistication equal to the centres of Europe, with a culture of substance

I'm not sure, but the meaning of culture of substance may be inferior culture. I mean, here, culture of substance may be opposite of land of sophistication.
