A couple of quick questions

"The petitioner is entitled to exemption or reduction of income tax for the minor children for both state and federal income tax purposes per relevant Internal Revenue Code."

Question1.
Is the "purposes" there necessary? Can't I just say omit it? WHAT would it mean otherwise?

Question2.
For the bold-faced part, can I change it to "under applicable Internal Revenue Code"?
