A convert B to / into

Convert steam into / to power.


I know "convert A into / to B" is possible, but I think usage and meaning of "into and to" are different. So which preposition is okay and natural to you in "Convert steam into / to power". And is there any meaning difference you can sense? Thank you so much as usual.
