A conjunction 'the'?

No film in history, to my memory, seduces the viewer into actively co-creating the piece as it unreels, as does "The Innocents." Immediately, vividly, and subtly, it arrests then implicates the viewer in every frame.

I have known "the" is an adjective, adverb, or conjunctive adverb, not a conjunction.
So I'd like to know how "then" can connect "arrests" with "implicates."

Didn't you mean "then" and not "the?"

The conjunction "and" has been omitted. It is optional.

I would not advise that until you are very confident of your writing style. The passage you quoted is very artistic and literary.
