A confusing sentence to me

A. There used to be a dog I saw sitting on the bench.

I think A can mean both 1 and 2 below. What do you think?

1. There used to be a dog I saw when I was sitting on the bench.

2. There used to be a dog and I saw it sitting on the bench.
