A confusing sentence

Seeing that the present is the only time you are granted that you have control over, it is the most important time.

I am trying to analyze the sentence and I am really confused with ‘the only time you are granted that you have control over

you are granted modifies the only time first and that you have control over modifies the only time again?

Or something else?

And which or that is omitted between the only time and you are granted or when is omitted between them?

What do you native English speakers think? Thank you so much as usual in advance.
