A confusing sentence

Do you think this sentence is grammatically correct?
I think there is something wrong with it and I cannot exactly understand what it means.

In view of the expensive, slow and uncertain process of translation it is hardly surprising that translation programmers in developing countries, in particular, are able to no more than scratch the surface of the problem of making available to scientists the information they require.

Yeah you're right. But I wrote it the same as it is written in the book. The problematic part for me is the bold part:

It's fine. If you no more than (ie only) only scratch the surface of something, it means that you only have a minor, superficial impact on it.
