A confusing phrasal verb

hi, all : )

while preparing the test, i found one phrasal verb making me confused.

This was why, in fixing their targets, the Germans looked to secret agents they planted in England.

Shouldn't it be "depended on"?

If I want to use look to as a meaing of depend on, i thought I need "for " like -->

This was why, in fixing their targets, the Germans looked to secret agents for planting in England.

Can anybody help me for this ?
