A Confusing Grammar Problem

Good afternoon. I have a problem on SAT sentence improving. It is shown below.

Disappointed by the results of last year's (paintings and determined to do better this year, Aunt Marian prepared her garden with unusual care.)

The correct answer is as it is now. Nevertheless, I think that the word 'determined' indicates Aunt Marian WAS DETERMINED TO DO better this year. It's sort of ridiculous, in my view.
