.....,a conference heard in Ha Noi???

Please look at the following sentence.

"Changes in awareness and approaches to public service delivery were keys to better Government management of healthcare, education and retirement,a conference
heard in Ha Noi last week"

For words "a conference heard in Ha Noi",

I think it means "it is heard at a conference in Ha Noi". I think definitely a conference can't hear because a conference is not somebody". Is it a right expression?

Son James "Changes in awareness and approaches to public service delivery were keys to better Government management of healthcare, education and retirement,a conference heard in Ha Noi last week" To my ear, this sounds like someone just threw a bunch of big words together. This is not good academic English because the meaning is terribly obscure.

It's not unusual to read/hear 'a conference heard/was told'. We understand 'conference' to mean the people who were attending.
