A composite dialogue

Hi

Does composite dialogue in the following sentence mean a dialogue consisting of many different issues? For example, terrorism in the country, water shortage, education issues, etc.

The prime minister intends to hold a composite dialogue with the Queen.

Thanks,

Tom
