A Complete sentence?

Is the following a complete sentence and if you could tell me why or why not.

Enough about the fish. This is a shorthand way of saying, "Okay, we have talked about this fish enough." I would actually make it its own sentence, and not join it to the next one with a comma.

I'd call that a run-on sentence. Turning it into two sentences would fix that:
Enough about the fish. Let's get down to business.

The first sentence omits words, but would generally be understood as "That's enough ..."
