"Clarification" can be both a count noun and a non-count noun.

Both are correct. The usual phrasing I've seen is the second (without "a").

It's Latin. Literally, "wonderful to tell". In ordinary, casual English, "Well, you don't say!" or "Well, how about that!" or even "Strange to say".
