A cheesy (?) joke explanation

Hi, I guess it's a little unusual to ask about that but could anyone explain this joke for me as I can't get it?

A guy walks into the drug store and asks for a package of condoms.

The pharmacist says, "That'll be $5 with the tax."

"Tacks!?" the guy exclaims, "I thought you rolled them on!"
