A change in condition of a nation

According to XXX no improvement can be brought in the condition of a nation until it brought about a change in itself to improve its condition.

So, people can change themselves to improve their condition by constantly working hard.

Please somebody tell me if these two paragraphs are correct? Should it be a single paragraph or two paragraphs?
