I suppose we can say ''He finally confessed TO stealing.'' and ''He finally accepted THAT he stole my pen.'' As for the option C, I would say,
''He finally admitted stealing my pen.''

OK, guys, I want to end this lingering and elusive question. That's why I felt I have to push ye for an answer, I should think. So, could you please tell me if there's any significant difference in meaning between these two sentences?

I guess that's a difference in our dialects. I think "confessed" needs "to", and "admitted" does not need it at all.
