A case of inversion in a sentence

Hello! Please, help to understand.

Here is an example of an answer from a grammar book:

"Only once in recent years, during 2004, has a town of this size (inversion is likely in this written context) had to be evacuated because of forest fires."

I read that with "only + a time expression" inversion is mandatory. Why does it say that inversion is likely here?
