A bustling market

Is it natural to say 'the market was bustling'?

Actually, a native speaker of BrE told me this. I'm not sure if it expresses the meaning I want to express. Please explain the meaning of the sentence a bit, too. I have looked for the meaning of 'bustling' in an online dictionary. But I'm still in doubt.
