What's a broke con?
Is it a convict that was set free on parole or a convict that escaped the penitentiary?

Context: "You know it's illegal for a broke con to carry a gun."

From your context, I would assume free on parole, but 'broke' usually means 'penniless'.

I know, but this is not the case. The ex-convict has lots of money here.
Maybe he says "bloke con", but it sounds like "broke" in the movie.
