a borderline pass/fail in an exam

A phrase from a dictionary: a borderline pass/fail in an exam

If I get a borderline pass in an exam, does it mean it's still a pass?

I'm not sure about the meaning, because I can't grasp BORDERLINE, as it may mean NEAR, in which case A NEAR PASS means a fail.

Could you help me?

Well, the problem is that it isn't a natural phrase, in my estimation. A near miss is a miss, however.

Yes, it is a pass. It just means that you have passed with not much to spare. It might be 47% if the pass mark was 45, for instance.
