A phrase from a dictionary: a borderline pass/fail in an exam

If I get a borderline pass in an exam, does it mean it's still a pass?

I'm not sure about the meaning, because I can't grasp BORDERLINE, as it may mean NEAR, in which case A NEAR PASS means a fail.

Well, the problem is that it isn't a natural phrase, in my estimation. A near miss is a miss, however.
