Which definition of 'state' fits here, is it 4a? Why isn't there an article used in front of 'state'?

I don't find that definition very satisfactory.

My Canadian Oxford Paperback Dictionary defines 'of state' as an idiomatic phrase, meaning 'concerning politics or government'.

In the modern world, you won't often encounter the word 'barge' used in this sense.

As I see it:

(1) I prefer definition 3b.

(2) I think that there is no article because it is kind of a set phrase.

For example, the president or king of a country is referred to as:

the head of state.

It seems like your dictionary and mine are mostly in conflict with each other, with yours always winning over in terms of clarity, preciseness.

It looks like the 4a is the closest match. If it really is, then wouldn't there be an article be used in front of 'state'?

And can I say 'against state' in place of 'in front of state'? Please let me know.
