A big problem, the order of this words is correct?

Hi friends, today I had a exam and happily I approve it. But i made mistakes, like this:

Put in order the words below :

- in / other / words / what /you / mean /to /say /is ...

Well my answer was:

- What you mean to say in other words is ... and is incorrect .. well i fail in this question. I didn't know how put in the correct order these words ;(
Because in this part "what you mean" ... isnt necesary the auxiliary "do" or is a question ?

Could you tell me the answer and explain me it like a kid, please ?:(

As a fragment, the most obvious answer is the order they are already in:

"In other words, what you mean to say is..."

or some minor variant such as

"What you mean to say, in other words, is..."

Because in "what you mean", isn't it necessary to add the auxiliary "do"? Or isn't it a question?
It is not a question. "what you mean" = "that which you mean" = "the thing that you mean"
