a big deal vs big a deal?

1. It is (not) a big deal.
2. It is (not) big a deal.

I'm not sure which one is right. I think I see people using both phrases. If I want to put "that" in the sentence, I'd choose the second one as "It is (not) that big a deal." Without anything like "that", how should I say?
