The cellar appears dimly below him, lit only by a bare forty-watt bulb.

Hi,

Isn't "bare" in the above equal to "only" in meaning? If not, what does it mean? Thanks.

Right, there is no housing, covering or shade of any kind on or around the bulb. It's simply a lightbulb screwed into a socket. The word "bare" is similar in meaning to "naked".
