A and an

Here is the sentence: The active ingredient is the extract of a herb...... I know the rule is an if there is a vowel, but herb doesn't have the sound of a consenant at the beginning. It just seems to me to sound funny with a herb. Is it correct to change it to an herb? please help thanks
