I guess. But if I were writing it, I'd say "a cufew from 10 pm to 8 am."

Yes. Some might say "twenty-two hundred hours to zero eight hundred hours" but it's not necessary.

I mean "I guess I would say it that way."

I sound dubious because I don't think it's good form to use the 2200 to 0800 to pre-modify the noun curfew.

It looks so weird. And I guess saying 22 instead of 8 pm is very unusual in the US. This is the way I think I would actually read that stuff:

The capital has been placed under a... curfew... ah, from 10 to 8, hmm... and alcohol sales banned.
