(A $1000 tax) or ($1000 tax) or ($1000 taxes)

I have made the three sentences below.

(1) I have to pay a $1000 tax.

(2) I have to pay $1000 tax.

(3) I have to pay $1000 taxes.

Which one is correct? Please help me. Thank you very much.

If it's a single kind of tax, like a tax to operate your car for a year, i.e., a vehicle tax, then say

I have to pay a $1000 tax.

If it's multiple taxes or, like income tax, a tax on multiple sources of income, say

I have to pay $1000 in taxes.
