Personally I don't. I was taught to use o'clock only with '00' minutes. Anyway I don't know if it might be used in informal speeches

No, they don't. They use it with "hours", but not necessarily.

The usage of 9.30’o clock is not without precedence. I’ve seen their usage in invitations from the mid 19th century.
