What does this mean ?
Working from 9 to 5 o clock?
And why do people write this when they want to find a tenant? Because they don't want him/ her to be hang around in the flat all day?

They proably want the possible tenant to come during those hours. It could also be that the landlord or manager works elsewhere during the day and cannot be reached 9-5.
