7-to-24 month-old children?

Please look at this sentence.

"This is a problem because many of the complementary foods that mother feed their 7-to-24 month-old children do not meet nutritional requirements"

Why the writer put "-" between the numbers? Is it correct? I think it is okay to write as "their 7 to 24 month-old"

I'd write '...their 7- to 24-month-old children.'

It's a neater way of writing '...their 7-month-old to 24-month-old children.'
