If you want to avoid any possible confusion, you could say this:
There are all together 7 red and 7 white stripes on the flag.

By the way, which flag are you referring to? (Or is it just a theoretical flag?)

A similar question: There are two men on either side of the door = four men? There are two men on both sides of the door = four men? Or one each? (I think two on each and four total.) But this can be imprecise.
