60 flats

>A groundbreaking project wants to design and construct 60 public housing flats near Aarhus, Denmark.

Do you think this means 60 apartment buildings (for hundreds of households) or less number of buildings for 60 households?

Thanks in advance!

anonymous A groundbreaking project wants to design and construct 60 public housing flats near Aarhus, Denmark. In standard British English, a flat is a single apartment, while an apartment building is called a block of flats. However, I don't know how the Danes understand the terms.
