"50 to 100 times more rapidly" is equal to "twice as fast as"?

Hello,

In Barron's preparation for Toefl Ibt, there is a multiple choice question which made me really confused.

The correct answer was " Heat is loss in water twice as fast as it is in air", and reason for this choice lied in a sentence in the provided paragragh: " The loss of heat to water occurs 50 to 100 times more rapidly than heat loss in air".

Although I looked up in dictionary and searched on google, I still can not get this point. Could you please help me?
