40 percent meaning

Populations of large fish have dropped by 40% since 1950.

My understanding of this sentence is that 40 percent means the "total" dropped number of large fish counted from 1950 up untill now. I mean 40 percent is like the final count, not the annual average count.

Did i understand it correctly?
