(I think the 4th title can be written as "CCA bombards arbitrary items of bank". Because in text, author can describe "Chinese Consumers Association attacked Chinese banks for their arbitrary items...")

Regarding the first title, it is:
Programe pays much attention to... (I feel "pays much attention" is too long... and could not find a proper verb instead)

OK, so it's 'Eleventh 5-year program approves of...' ? My main point to illustrate here was to avoid the two consecutive numerical figures, which causes visual confusion; generally, a number at the beginning of a sentence is spelled out anyway.
