4 different meanings of present and past perfect tense

Do you agree that present & past perfect tense can be divided into 4 different usages and meanings all the time? But I feel like sometimes I can consider them to be the same or to be divided into 2 different meanings. What do you teachers think about it? The present perfect tense can be used:

1. To indicate completed action in present time (this is the technical definition): "I've just finished my homework." This is said in present time to indicate an action just recently completed.
2. To express habitual action: "I've come here in August for twenty years." The time cannot be pinned down here. And the time frame of the completed action is in the past, not the present.
3. In a statement of fact: "I've cried my heart out over it and can cry no more." This indicates completed action but no time frame is specified. This is more like a simple statement of fact.
4. In negative statements: "I haven't seen him in ages." This is simply a negative statement with no time frame specified.

The past perfect tense can be used:

1. To indicate completed action in past time (this is the technical definition): "I had decided that I must try to escape." The decision was completed in past time.
2. In a statement of fact: "Yes, I had definitely found my niche." This can't be pinned down to an action completed in past time. This is more a statement of fact, with a past flavor.
